UPDATE:

On May 28, 2021, HB 1306 was SIGNED in the House.  On May 29, 2021, the bill was SIGNED in the Senate and sent to Governor Abbott.  The Governor SIGNED the bill into law on June 9, 2021 and the new law will be effective on 9/1/2021!
